Ironman verdict

You can make it yourself with 55 Smithing from Mithril bar and Maple logs at a barbarian anvil. Each one made gives 100 Smithing XP. If you would rather kill for it, the lowest-level monster that drops it is Ferocious barbarian spirit (level 166), at 2/128, about one in 64 kills.
