You can make it yourself with 53 Herblore from Fishing potion(2) and Caviar. Each one made gives 38 Herblore XP. If you would rather kill for it, the lowest-level monster that drops it is Ferocious barbarian spirit (level 166), at 1/128, about one in 128 kills. It also comes from Chewed bones.

The material you can buy or make: Caviar, made with 1 Cooking.

No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 90 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch loses about 90 coins; only alch it to clear space.
