You can make it yourself with 42 Runecraft from Splitbark gauntlets and 100 × Nature rune at a nature altar. Each one made gives 5 Runecraft XP.

Materials you can buy or make: Splitbark gauntlets, made with no skill level; Nature rune (100 needed), sold at Magic Guild Store (Runes and Staves) for 180 coins.

It is worn in the hands slot; its biggest bonuses are +5 crush defence and +4 stab defence.

No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 6,000 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch nets about 5,820 coins.
