You can make it yourself with 45 Crafting from Red topaz and Silver bar at a furnace. Each one made gives 80 Crafting XP. If you would rather kill for it, the lowest-level monster that drops it is Elite Black Knight (level 138), at 2/122, about one in 61 kills. Elite Black Knight drops it already noted, which saves inventory space on a trip.

Materials you can buy or make: Red topaz, made with 16 Crafting; Silver bar, sold at Ardougne Silver Stall for 150 coins.
