It does not drop from monsters and no shop stocks it. It comes from medium clue scrolls. It is on the medium clue scroll reward table, so every medium clue you complete is a chance at it.
It is worn in the neck slot; its biggest bonus is +10 melee strength.
No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 1,215 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch nets about 1,035 coins.
