It does not drop from monsters and no shop stocks it. It comes from elite clue scrolls. It is on the elite clue scroll reward table, so every elite clue you complete is a chance at it.
It is worn in the legs slot, with no positive combat bonuses.
No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 3,600 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch nets about 3,420 coins.
