You can make it yourself, no skill level needed, from 2 × Feldip weasel fur and 20 coins at a fancy clothes store.
It is worn in the legs slot; its biggest bonuses are +11 stab defence and +10 slash defence.
No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 12 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch loses about 168 coins; only alch it to clear space.
