You can make it yourself with 20 Smithing from 2 × Iron cannonball and Chain at an anvil. Each one made gives 16 Smithing XP.

Materials you can buy or make: Iron cannonball (2 needed), sold at Port Roberts Cannonball Stall for 10 coins; Chain, made with 34 Smithing.

No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 4 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch loses about 176 coins; only alch it to clear space.
