The easiest way is to buy it from Hudo, at 10,000,000,000 coins each. If you would rather kill for it, the lowest-level monster that drops it is Giant frog (level 99), at 64/128, about one in 2 kills.

No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 60 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch loses about 120 coins; only alch it to clear space.
