Ironman verdict
Citizen trousers is a members item. Other players trade it, but an Ironman cannot use the Grand Exchange or trade, so you get your own. We list 1 shop for it.
The easiest way is to buy it from Trader Sven's Black-market Goods in Meiyerditch, at 6 coins each.
It is worn in the legs slot; its biggest bonuses are +2 slash defence and +2 crush defence. The shop that stocks it is in Meiyerditch.
No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 3 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch loses about 177 coins; only alch it to clear space.
