You can make it yourself with 5 Smithing from 2 × Bronze cannonball and 10 × Rubium splinters at an anvil. Each one made gives 5 Smithing XP.

The material you can buy or make: Bronze cannonball (2 needed), sold at Trader Stan's Trading Post for 5 coins.

No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 2 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch loses about 178 coins; only alch it to clear space.
