You can make it yourself with 49 Herblore from Elkhorn coral and 5 × Crab paste. Each one made gives 11 Herblore XP.
The material you can buy or make: Crab paste (5 needed), made with no skill level.
No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 6 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch loses about 174 coins; only alch it to clear space.
