You can make it yourself, no skill level needed, from 5 × Adamant knife and Weapon poison.

Materials you can buy or make: Adamant knife (5 needed), made with 77 Smithing; Weapon poison, made with 60 Herblore.

No recipe in our data uses it as a material. High Alchemy (55 Magic) turns one into 39 coins. Each cast uses a nature rune, 180 coins from a rune shop, and five fire runes that a fire staff replaces, so an alch loses about 141 coins; only alch it to clear space.
